District teams maintain the local relationships and day-to-day responsiveness required in cocoa communities, while headquarters establishes common policies, funding controls, reporting standards, technology, and performance oversight.
This structure is intended to preserve local agility without compromising accountability. District Managers and their supporting teams operate within defined authority levels, document transactions and exceptions, and escalate matters that require central approval.
